Three Levels of Vision
by Walt Brock
As you use the ready-to-copy page for the Three Levels of Vision, keep the following things in mind for each column. Also, note the right-to-left sequence for solving the challenges of priority, problems, and process.
Level 1—See What Will Be. In the first column, project what will happen in the present year if the process challenges are met. Once the problems of people and resources have been solved, move to the operational planning of the process. This involves many aspects such as sequencing and scheduling, delegating, resource allotment, and goals and target dates. If this chart is going to help your ministry, at least 80% of this list must be accomplished. Keep “Hope We Can” items on Levels 2 and 3 and only put “Know You Can” items on Level 1. The key to Level 1 is management’s stewardship of God’s people and resources. All must have the faith to act (“pull the trigger”).
Level 2—See What Ought to Be. In the second column, project what may be probable two or three years from now if the problem challenges are solved. Once an item gets on this list, it usually happens (over 90%) after the problems are solved. These problems revolve around two key elements—people (who will do it?) and resources (how will we pay for it?). Leadership has about two years to work on and solve these problems. The key to Level 2 is that divine provision of people and resources validate the vision and God’s will. Leadership and staff must by faith pray for God’s provision, open the door, go through it, and then wait on Him.
Level 3—See What Should Be. In the third column, project what might possibly occur in the future as God leads. Once a need is identified, its priority is determined. (The current situation of a new year may raise, lower, or eliminate any item on this list.) Priority is based on mission and ministry need to accomplish the mission. The key to Level 3 is that leadership’s vision and perspective of need is on display. Leadership must see the “open door” and the ministry potential of what’s beyond.
